Stories like these are why I'm not a government-knows-all conspiracy nut. There are just too many layers of lazy and stupid to make the whole organism out to be some efficient, fit, evil machine.

I heard the same thing in a "Christians and Conspiracy Theories" Web essay. The subheading of that section was "Why Dilbert is Funny".
And remember South Park's 9-11 Truther episode, where the Government was encouraging the Conspiracy Theories so people would think they were smarter and more competent than they were.
But "government-knows-all conspiracy nuts" are just role-playing gamers who won't admit to it. I can even tell you the ruleset they're playing: Star Wars (West End D6 or WOTC D20 System, take your pick.) With their Secret Knowledge of What's Really Going On (the original definition of Gnosticism), they can all be Luke Skywalker rebelling against the Evil Empire of Emperor Dubya, Grand Moff Cheney, and Darth Rowe. In perfect safety.
