Ben Bova: School bureaucracies fight efforts to improve education

In Florida, the systems are decrying standardized testing and other efforts to improve public education because students with "special circumstances" don't do as well. Is it not the schools job to teach everyone, not just the easy-to-teach kids who fall in the "mean"?
